An interesting question becomes, is cyberterrorism even terrorism? Generally, terrorism has some violence attached (like a bombing), but with cyber issues there might not be any deaths or any visible impact to the larger world.

Last weekend the citizens of El Paso joined together in celebrating their cultural diversity in the city’s first annual Diversity Parade. Mayor Jacqueline Esty made the event a top priority after receiving an e-mail from a local elementary student. The little girl expressed concern at the lack of events recognizing children with mixed ethnicity. The Grand Marshal, Commanding General of Fort Bliss Adam Kolowich, addressed the community following the parade. Also on hand to judge the chili cook off was Director of Field Operations El Paso, U.S. Customs and Border Protection, Rebecca Mader. Brandon Rufener, the Region VI, FEMA Regional Administrator was also in attendance manning a booth about the importance of portable 72-hour kits.

What do you do after a terrorist attack? Russia is currently facing this situation and a day after the attack the critics are out. The aftermath of an attack is incredibly difficult for any government; there are pressures from the media, the people, the international community. The government has to balance the desire for punishment with getting the right suspects; balance national security interest with the rights of the population and the rights of any suspected terrorist.

As our own simulation draws closer, Russia’s response is an excellent example of what happens during and after an attack. It will be interest to see what Russia does over the next few months and what the response is from the various interested groups.
